晴空塔、淺草時間安排

第一天搭的是酷航預計搭12點整的成田空港到水天宮的飯店想請問一下如果先去淺草再前往晴空塔商場大家是建議先逛商場還是先上景觀台呢？因為是2月多冬天去的所以我想應該是不可能來得及看日落了因為現在想要先把晴空塔的票買起來所以不知道到底要預約幾點的好
