民進黨立委薛凌下午在立法院施政總質詢時指出，民國83年次未就讀大學的役男，最近陸續受完4個月軍事訓練役，但拿到的是一張「結訓令」，但部份已完成軍事訓練役的民眾到民間公司求職時，沒有「退伍令」，只能拿「結訓令」，出現遭到雇主以未完成兵役義務為由不予錄用，造成役男求職不順，不知是否該聘用？這種現象已造成83年次役男困擾。明後年，大學畢業的83年次役男會大量入伍，質疑影響役男出國進修與工作。

國防部副部長夏立言答詢時指出，「結訓令是等同退伍令」，兩者名稱雖不同，但權利義務是相同的，行政院院長江宜樺則回覆薛凌立委指出，他會要求國防部要宣導這部份，不要因此讓已結訓的民眾求職權益受損。
