多了電話費而拒繳會如何?

我媽他說之前帳單莫名其妙變成上千的費用
問題是他明明都〝沒再用〞
然後這期的帳單又再多出百元...
我媽就說他不想去繳

他有打來，可是我媽媽一直說那多出來的費用，她說客服只在說他自己的

問題
一、按了手機裡的資料連結就是連上網路?一直開著他就會開始加錢?〈我後來關掉了
二、到最後會怎樣?
三、應該不追究就去繳嗎?
